  4.     DIED. James Webb, 85, pioneering leader of the National
  5. Aeronautics and Space Administration who is credited with
  6. guiding the space agency from its fledgling beginnings to
  7. landing a man on the moon; in Washington. As NASA's
  8. administrator from 1961 to 1968, Webb oversaw the first manned
  9. flight, by Alan Shepard, and laid the groundwork for Neil
  10. Armstrong's first step on the moon in 1969.
