DIED. James Webb, 85, pioneering leader of the National
Aeronautics and Space Administration who is credited with
guiding the space agency from its fledgling beginnings to
landing a man on the moon; in Washington. As NASA's
administrator from 1961 to 1968, Webb oversaw the first manned
flight, by Alan Shepard, and laid the groundwork for Neil
Armstrong's first step on the moon in 1969.
